Evergreen Park is boxed in by the city. Chicago’s Ashburn neighbourhood lies to the north, Beverly to the east, and Beverly and Mount Greenwood to the south. Only the west side faces other suburbs, Oak Lawn and Hometown. The village rewrote its rules on dead cars in 2023 (Ord. 27-2023, Chapter 13, Article VII). On a public way, Sec. 13-276 calls a vehicle abandoned if it’s inoperable and left unattended for 10 hours or more, goes 2 or more days without state plates or a temporary placard, or sits for 7 days or more and looks deserted. On private property, an “inoperable motor vehicle” is one in public view for 14 days or more that can’t be driven safely or legally because the engine, wheels or other parts have been removed. Repairs finished within 14 days are exempt.

The detail people miss is the cover. A car that hasn’t moved for 14 consecutive days and wears a tarp is presumed inoperable, so the sheet meant to keep it tidy is what flags it.

When police act, they put a Notice of Intent to Tow sticker on the car and send a certified letter (Sec. 13-280), and the owner has 7 days after the letter to ask for a hearing (Sec. 13-279). Sticker gone, plates still count

The village board discontinued vehicle stickers in February 2024 (Ordinance 07-2024). State registration still applies, and the 2-day no-plates rule in Sec. 13-276 is the one to watch: a car with lapsed registration on the street is on borrowed time.

95th Street (US 12 and US 20) cuts the village in two, and Western Avenue meets it at the east end. Locals treat Kedzie and 95th as the midpoint. The old Evergreen Plaza at 95th and Western, open from 1952 to 2013, has been Evergreen Marketplace since 2018. At 95th and California stands Little Company of Mary Hospital, with no-parking and tow-away zones around it on 95th Street and California Avenue (Sec. 13-225). Pace and CTA buses serve the village.

Snow days and sweeping days

After 2 inches of snow in 24 hours, Sec. 13-209(a) sends parked cars to the even-numbered side on even days and the odd side on odd days, going by house numbers, and board-designated snow routes are closed to parking (Sec. 13-209(b)). Street sweeping gets signs at least 4 hours ahead, and cars left in the way are towed at the owner’s expense (Sec. 13-223). Police may also relocate a car parked illegally for 24 hours or more (Sec. 13-278).

Does the tarp really make a difference?

Under Sec. 13-276 it can. A car that hasn't moved for 14 days in a row and is covered or tarped is presumed inoperable. So is one without a current village motor vehicle licence, though that wording predates the 2024 sticker repeal. If the car is staying put anyway, selling it before a notice arrives saves the back-and-forth.

The car died near Little Company of Mary. Can it wait there?
