Two inches of snow and the street must be empty
Munster’s winter rule is short and blunt. Under Sec. 54-189, once 2 inches or more of snow have fallen, all vehicles have to come off all town streets. The one exception is the older grid bounded by Manor, Hohman, Ridge Road and the north town limits, where cars only need to clear the side that is signed. Anything left out is ticketed, then towed and stored at the owner’s expense.
A car that won’t start can’t follow that rule. If yours is at the curb with a dead battery or a seized engine and snow is in the forecast, ask for a pickup before the plows come. Same-day removal is often possible, and our tow is free, which the town’s is not.
Ridge Road and the ways in
Munster lies just south of the Borman Expressway (I-80/94), with the Little Calumet River along its north edge and the Illinois state line on its west. Ridge Road follows the old Calumet Shoreline, the ridge behind the “Town on the Ridge” nickname, and carries Town Hall, the police and fire headquarters and the post office. Calumet Avenue is the main north to south road and turns into US 41 just north of the Borman. 45th Avenue carries east to west traffic and was the subject of an underpass and realignment project at the Canadian National tracks by Calumet Avenue. Addresses follow Hammond’s numbering, so give us the house number and a cross street and the driver can find it.
Twenty days in view on a Munster driveway
The town rewrote its abandoned and junk vehicle article in May 2024 (Ord. 1943). On private property, a mechanically inoperable car that can be seen from public property is treated as abandoned once it has been there more than 20 days, and covering it with a tarp or cloth doesn’t count as hiding it. Public property is far less forgiving: more than 24 hours unmoved can qualify, and so can any dismantled or inoperable car. Sale lots, repair shops, zoned scrap yards, antique-plated cars and the cars of active-duty military members are exempt (Sec. 12-42).
Most pickups here are simple. 87.0% of homes are owner-occupied and about three in four are single-family detached houses, so the truck usually loads from a driveway or garage apron. For a condo or apartment lot, clear access with the manager first.
Papers Indiana asks for
In Indiana, a recycler can buy a junk car only with the title, a BMV duplicate of it, or a BMV certificate of authority, and no model year is exempt from that. Selling without the title is possible for cars 15 model years old or older, and even then you need the certificate of authority. For a younger car with neither paper, the answer is no: buying it would be a Level 6 felony for the buyer. When you call, list what you have and we’ll tell you which way works. The guide to selling without a title sets out the Indiana and Illinois rules side by side.
Where Munster’s map edge sits
East of town, Highland is on our run, and Hammond lies just over the river to the north. Across the state line to the west are Lansing and Lynwood, with Ford Heights one village further on. South is where we stop: Dyer and Schererville border Munster but are outside our service area. The Lake County, Indiana part of our map lists every town we cover. When you’re ready, send the free quote form and we’ll call you back within 15 minutes.
Year, make and model are enough to start an offer.

Can I leave the dead car on a Munster street with a For Sale sign while I decide?
Better not. Sec. 54-184 bars parking on a street to display a vehicle for sale, or to wash, grease or repair it outside an emergency. A dismantled or inoperable car on public property can also get a written order to move within 3 days, after which it is towed at your cost (Sec. 12-43). Keep it on the driveway and get an offer instead.
The car has no current plate and sits beside the garage. Does Munster care?
It can. Under Sec. 12-41 a vehicle that is not kept inside an enclosed garage or building and has no current plate meets the town's definition of a junk vehicle, whether or not it runs. Pushing it indoors fixes the code problem for now. Selling it fixes it for good, and the removal costs you nothing. Indiana's title rules still apply to the sale.
The car sat in floodwater. Will anyone still take it?
We will. Munster knows the problem: in September 2008 the Little Calumet overflowed and a levee broke near Calumet Avenue and River Drive. Water in the engine often means a hydrolocked motor and wiring that is past saving. Our guide to hydrolocked engines explains why repair rarely makes sense.
