A village that voted to stay separate
Phoenix began as “Phenix Park”, a subdivision just outside Harvey, which was dry, so the saloons set up on the Phenix side. When Harvey looked to annex it, residents voted on August 29, 1900 to incorporate instead, and the village took the name Phoenix. More than a century later it is still small: 1,708 people at the 2020 Census on 0.46 square miles in Thornton Township, ZIP 60426.
That size makes pickups simple. Most homes are detached houses (79.8%) and two-thirds are owner-occupied, so the car is usually on a drive or at the curb in front. For the 7.7% of homes in buildings of five or more, ask the owner or manager first.
One main road
Halsted Street (IL 1) is the only major road inside the village. It was once Harvey’s eastern boundary, with Harvey’s early factories between the Illinois Central tracks and Halsted. Today Phoenix touches only Harvey, to the north and west, and South Holland, to the east. Landmarks a driver will recognise include Sterling Lumber on 151st Street and the strip mall at 503 E. 153rd Street. Pace route 348 serves the village.
Through streets in the morning and in winter
Phoenix’s parking rules depend on the type of street. On through streets and bus streets, every day from 6:00 to 9:00 a.m., only quick passenger stops and freight loading are allowed. After snow passes 1 inch, the same limit applies there from the start of the snowfall until 8 hours after it stops, and during snow removal. From November 15 to April 1, bus-line boulevards get the same limit from 1:00 to 7:00 a.m. (§ 90-76). On every street, no car may stay longer than 30 minutes between 2:00 and 5:00 a.m. (§ 90-67). Alley parking must leave 10 feet clear and keep driveways open (§ 90-68).
A dead car on Halsted or a bus street runs into these limits first, so get it moving early; the quote form gets a call back within 15 minutes.
Written notice, then the impound lot
The village’s rules on dead cars are in Chapter 90, Article IV. An inoperable vehicle is one with parts removed, altered or damaged so it can’t run under its own power for at least 7 days; cars kept in a building, historic vehicles over 25 years and junking businesses are excluded (§ 90-122). No partially dismantled, nonoperating, wrecked or junked vehicle may be left on any street (§ 90-124), inoperable vehicles on public or private property are a nuisance (§ 90-125), owners must dispose of them on written notice (§ 90-126), and police may remove and impound them (§ 90-127).
The January licence, and the papers
A village licence is required for residents’ vehicles used on village streets (§ 90-33), and it expires December 31, due January 2 (§ 90-35). A car sold in December is one less renewal in January.
For the sale itself, Illinois rules apply. A title in your name is the easy case. Without one, tell us what you have and we say on the call how Illinois treats it for a scrap sale. Our step-by-step page explains the rest.
Next to Harvey and South Holland
South Holland lies along the east side, with Thornton to its south and Dolton to its north. Through Harvey to the north is Riverdale. See also our Cook County page and every area we serve.

Is the tow truck allowed to stop on my residential street?
Yes, while it loads. Section 90-75 keeps trucks, trailers and similar vehicles off Phoenix residential streets except for loading, and limits them to 60 minutes on business streets. Putting your car on the flatbed is a loading stop, so the driver pulls up, loads and leaves. Tell us if the car is on a through street during the 6 to 9 a.m. window.
Thieves took the catalytic converter. Will you still buy the car?
Yes. A missing converter changes the offer, not whether we take the car, so tell us on the call. Our converter guide explains why it matters to the price. The tow is still free, and the car doesn't need to start.
Can I park it on the street with a for-sale sign?
Not in Phoenix. Section 90-65 bars parking a vehicle on a street to display it for sale, and § 90-124 already keeps partially dismantled, nonoperating, wrecked and junked vehicles off every street. Keep it on your own lot while you decide. Our offer doesn't expire.
