Count the cars before the village does

Forest View has a rule most residents only meet when a notice arrives. On open private property in a residential district, the number of vehicles kept outdoors can’t exceed the number of licensed drivers living there plus two (7-7-5). A household with two drivers can keep four vehicles in the open, not five, and a dead car nobody drives still counts toward the four.

Where it sits matters too. Section 9-2-3(A)(8) bars parking on an unpaved front or side yard in residential districts, on public or private property alike. Pushing the non-runner onto the grass to free up the driveway swaps one violation for another.

How the village defines a dead car

Title 7, Chapter 7 covers motor vehicle storage. A car is inoperable if its engine, wheels or other parts have been removed or altered for at least 30 days, or if it is in such disrepair that it can’t run under its own power (7-7-4). One in public view, on public or private land, is a nuisance (7-7-1).

Once the village sends notice, the owner has 14 days to remove and dispose of it (7-7-2). After that, police can take it away at the owner’s cost, following a pre-tow hearing (7-7-3), and each day it stays counts as a separate offense under 7-7-6. Asking for a free removal quote on the day the notice lands keeps those 14 days from running down.

Mostly industry, a few hundred homes

Wikipedia calls Forest View “primarily an industrial corridor.” The 2020 census counted 792 residents, and census estimates show about 327 occupied homes, almost all of them owner-occupied single-family houses west of Ridgeland Avenue. Village code keeps commercial vehicles over 8,000 pounds off residential streets except while loading (9-2-2), and loading a car is exactly what our driver comes for.

One a.m. and the first two inches

Residential streets close to parking from 1 to 5 a.m. unless the Chief of Police has issued a permit (9-2-8). Short-term permits cover construction, overnight guests and a temporarily disabled vehicle, which describes a car that quit in front of the house. After 2 inches of snow, no car may park on any public street until the village finishes plowing that street (9-2-4). Breaking either rule is an immediate-tow offense (9-2-12).

Roads, and the towns on our map

I-55, the Stevenson Expressway, and Harlem Avenue (IL-43) run inside or along the village limits, with Central Avenue and 47th Street as the local arterials. Pace routes 307 and 311 serve the village; there is no rail station. Starting from Orland Hills, Forest View is farther out than our south-suburb pickups, so an early call helps.

The village shares borders with Stickney, Lyons, Summit and Chicago’s Garfield Ridge. Berwyn is a little farther north, past Stickney. The Cook County hub lists nearby suburbs, and our areas page has the full list. What a free pickup includes is set out in the pickup guide.

Year, make and model are enough to start an offer.

Questions we hear in Forest View

My car died on the street late at night. Can it stay until morning?

Only with a permit. Forest View bans parking on residential streets from 1 to 5 a.m. (9-2-8), but the Chief of Police can issue a short-term permit for a temporarily disabled vehicle. Overnight violations are immediate-tow offenses under 9-2-12, so get the permit first, then book the free pickup for the morning.

Can you collect a car from a business lot in the industrial part of the village?

Yes. Repair-shop lots, yards and company lots all work, as long as the person selling owns the vehicle and has cleared access with whoever runs the lot. Tell us which gate or entrance to use and any hours it is locked. One visit can take several vehicles, each priced on its own.

Which papers do I need for a Forest View sale?

The title is simplest; you sign it over at pickup. If it's lost, list what you have, for example a bill of sale, a registration card or an insurance card. Illinois rules decide whether those can support a scrap sale, and we confirm it for your car on the call. The no-title guide has the details.
