A tarp doesn’t hide it in Flossmoor
Throwing a cover over a dead car is the usual first move, and in Flossmoor it achieves nothing. Article 9 of Chapter 270 treats an inoperable vehicle, or its parts, in public view on public or private property as a nuisance (§ 270-9-1), and § 270-9-2 states that a tarp does not take the car out of public view.
Section 270-9-6 sets the test: engine, wheels or other parts removed or altered for at least seven days so the car can’t move under its own power. Vehicles kept inside a building are exempt, as are operable historic vehicles over 25 years old.
On a public street there is a separate rule. Under § 270-8-1, a car there is abandoned if it can’t be driven, or if it has sat unmoved for at least 24 hours and looks abandoned. Before a tow, the village sends notice by certified mail and puts a notice-of-intent-to-tow sticker on the car, and the owner has 7 days to request a hearing.
No numbered highway inside the village
Map data shows no interstate, US route or Illinois route inside Flossmoor or right alongside it. The traffic runs on county and village arterials instead: Vollmer Road (Cook County Highway B66), Governors Highway, Dixie Highway, Kedzie Avenue, Flossmoor Road, Western Avenue, Crawford Avenue (Pulaski Road), Harwood Avenue and Holbrook Road. Our flatbeds come over from Orland Hills on those roads, and Flossmoor station on the Metra Electric line is a handy reference point when you describe the house.
Most cars here sit on a private drive. Owners live in 95.1% of occupied homes and 82.3% are detached houses, though 12.4% of homes are in buildings of five or more units, where the manager’s OK comes first. Alleys exist, but § 270-5-2(L) allows alley parking only for loading or unloading, with 10 feet kept clear, so a dead car can’t be left waiting in one.
Snow emergency routes and the 2-inch rule
Six streets are snow emergency routes under § 270-6-8: Central Drive, Flossmoor Road between Governors Highway and Dixie Highway, Hawthorne Lane, Leavitt Avenue, Park Drive and Sterling Avenue. Once 2 inches of snow fall, § 270-6-2 bans parking on them until they are cleared curb to curb, and the signs warn of a tow-away zone between 7 p.m. and 7 a.m.
The rest of the village follows § 270-5-2(M): no parking on any street after 2 inches, until it has been plowed, with exceptions near churches, schools and parks during their hours.
Five hours by day, nothing from 3 to 6 a.m.
Street parking is tight in Flossmoor even without snow. Section 270-5-3(A) sets a 5-hour limit on residential streets from 7 a.m. to 4 p.m. on weekdays, and § 270-5-7 bans parking on any street from 3:00 to 6:00 a.m. every day, physicians on emergency calls aside. The car can’t go on the parkway or sidewalk (§ 270-5-2(J)) or any unimproved surface (§ 270-5-9), and parking it on the street to show it for sale is banned too (§ 270-5-4).
A car that quits at the curb therefore has hours, not days. Free junk car pickup is set up for that: no keys needed, no charge for the tow, and same-day collection when the schedule allows. The quote form gets the offer moving.
Signing over a Flossmoor car without the title
If you have the title, you sign it at pickup and that’s the paperwork done. If not, tell us what you have, for example the registration, an insurance card or a bill of sale, and we check on the call whether Illinois rules allow a scrap sale with those papers for your car.
From Homewood round to Country Club Hills
Flossmoor shares its boundary with Homewood, Hazel Crest, Country Club Hills, Olympia Fields and Chicago Heights, and most of its students go on to Homewood-Flossmoor High School. Glenwood and Thornton lie a little farther east. For the rest of the county, see our Cook County page, and for the whole map, areas we serve.
Year, make and model are enough to start an offer.

My car died on Flossmoor Road during a snowfall. What now?
Flossmoor Road between Governors Highway and Dixie Highway is a snow emergency route, and § 270-6-3 says a car that stalls on a snow route must be towed or pushed off it right away. Get it off the route first, onto a driveway or a side street if you can do so safely. Then call us, and the flatbed collects it from wherever it ended up.
Does a classic car sitting in the driveway count as inoperable?
Only if it doesn't run. Section 270-9-7 exempts vehicles kept inside a building and operable historic vehicles over 25 years old. A classic that runs is fine in the driveway. One that has had parts removed or altered for seven days so it can't move under its own power is a nuisance in public view, however old it is, unless it goes into a building.
The police gave notice about the car. What happens if it is still there after 7 days?
Under §§ 270-9-3 and 270-9-4, the owner must remove an inoperable car once the police give notice, and the police may remove it 7 days after that notice, with the vehicle owner or the property owner paying. Selling it inside those 7 days is the cheaper outcome. Send us the details as soon as the notice arrives.
