Half the homes share a parking lot
Justice is, by the numbers, an apartment town. By 2020 to 2024 census estimates, half of its housing units (50.4%) are in buildings with two or more units, 43.2% are in buildings of five or more, and 17.4% are in buildings of 20 or more. Only about a third are detached houses. So the car we come for is often in a shared lot rather than a private drive.

Archer Road and the no-parking arterials
Archer Avenue (IL-171, written “Archer Road” in the village code) is the spine of Justice. It has an interchange at 79th Street, and at the Willow Springs line it meets La Grange Road (US-12, 20 and 45) along with a southbound Tri-State entrance. Resurrection Cemetery sits on Archer, which makes a good landmark, and the Lithuanian National Cemetery is in the village too.
Section 6-2 keeps the main roads clear. There is no parking on the roadway, the right-of-way or within 10 feet of the curb on 79th Street west of Roberts Road, on 83rd Street from Roberts Road to 81st Avenue, and on Archer Road between 88th Avenue and the US-45 interchange. A car that dies on one of those stretches can’t sit there while you think it over.
When Justice calls a car abandoned
Section 6-41 sets the definition, and it is broad. A vehicle in disrepair that can’t be driven counts, and so does one that hasn’t moved for seven days and looks deserted. Under § 6-42, leaving one on any highway is unlawful, and so is leaving one in public view on private or public property, except on the owner’s own property. Even there, the police chief can order it moved after a waiting period of seven days or more.
Stickers, snow and winter streets
Justice requires a village sticker on every vehicle kept in town, stuck to the lower passenger-side windshield (§ 6-24). That includes cars registered elsewhere that are housed in the village half the time or more. Winter adds a street rule: after an inch of snow, residents are asked to keep cars off the street until it has been plowed, and police may ticket or tow on the signed snow routes.

The building manager wants the dead car gone. Who sets up access?
