Between the river, the canal and the forest preserves
Willow Springs grew up on water. The village was founded in 1892 and named for the springs along the Des Plaines River, and it still sits on the banks of the river and the Chicago Sanitary and Ship Canal, right next to the Palos Forest Preserves. Most of it is in Cook County, with a small piece across the line in DuPage. For a pickup, none of that changes the terms: the tow is free on either side of the county line.
Water does shape the roads in, though. Archer Avenue (IL-171) is the main route, four lanes north of the village and two lanes south of it toward Joliet. La Grange Road (US-12, 20 and 45) meets Archer in Willow Springs. The Tri-State’s 75th Street and Willow Springs Road exit, listed in Hodgkins, is the other way in. If you’d rather meet the driver somewhere public, the Metra Heritage Corridor stops at Willow Springs station.
Seven days off the pavement
Chapter 11-7 of the Willow Springs code spells out abandonment in unusual detail. Under 11-7-1, a vehicle counts as abandoned if it stays unmoved for seven days or more and is in disrepair and can’t run, or has no current plates, or sits on the right-of-way, or sits on private property off a driveway or paved area. That last one catches the car parked on the lawn behind the house, even with valid plates.
Causing an abandoned vehicle is unlawful under 11-7-2. Before towing, the village sticks a notice on the window and mails it by certified and first-class post, and the tow comes no sooner than seven days later unless the owner asks for a hearing (11-7-6).
After dark and after snow
Street parking is off limits for every vehicle from 2:00 to 6:00 a.m. on any day (11-5D-3), with an exception only for physicians on emergency calls. Snow brings its own rule: no parking on any public street within 12 hours after a snowfall of two inches or more (11-5D-2). In alleys, a parked car must leave 10 feet clear and must not block a driveway (11-5D-4).
Houses, drives and the June sticker
This is a homeowner village: 84.6% of occupied homes are owner-occupied, and most units are single-family houses, by 2020 to 2024 census estimates. A typical pickup is a car on a driveway or in a garage, which is the easy case for a flatbed.
Every vehicle kept in the village needs a Willow Springs sticker (11-3-1), due by June 30, and the price doubles on July 1. A car that won’t run again is a poor place to spend sticker money. The car sits on the grass behind my garage. Is that a problem?
It can be. Willow Springs code 11-7-1 counts a vehicle as abandoned when it stays seven days or more on private property off a driveway or paved area, even if nothing else is wrong with it. A car that is in disrepair and can't run qualifies on that ground alone. If it isn't going back on the road, a free tow settles it.
The village stuck a notice on my windshield. How long do I have?
Under 11-7-6, the village posts a sticker on the window and also sends certified and first-class mail, and the tow can't happen sooner than seven days after notice unless you ask for a hearing. Can I put a for-sale sign on it at the curb first?
